This is not as easy as it sounds. Bing does NOT have good customer support. Their lousy customer support is available only by Email.

Write an email to them. You are likely to get an auto-generated response within a few hours. But that response is of no help, and no real human would help you get your site back on Bing.
Whenever you receive communication from Bing, reply to that auto-generated response and do aggressive follow-ups. This is the only way to figure what was the reason for your site not being indexed on Bing.
4) Check for Anti Microsoft Content
Well, this is not a confirmed issue. But, multiple people, including me, have observed Microsoft to be blocking sites with content that is against Microsoft.
My site, for example, had content about the best Microsoft Word Alternatives. It is possible that Bing (owned by Microsoft) didn’t like it and blocked my website.

5) Decrease HTML Size to fix Discovered But Not Crawled
In order to solve issues relating to indexing, you must look at your webpages’ total size. If your web pages are larger than 125KB in terms of HTML size.
Bots often struggle to index webpages with longer HTML. So, it is recommended to improve HTML size by reducing inline CSS/JS, Above The Fold CSS, and more.
Also, try to improve your images, reduce image sizes, and optimize your website for performance to ensure better rankings on all search engines.
6) Fake Backlinks
In case you have purchased fake backlinks or been involved with PBNs with low authority, then you could easily get penalized. The only way to solve this issue is to change your URL structure.
You must edit your URLs so that all your existing fake backlinks direct to pages with 404. This way, the impact of those fake backlinks can be minimized, and you may regain your rankings.
